Pre War

He was born in Buntingford in 1873 to Samuel and Hephzibah Harley. The 1881 census shows him living with his widowed father in Whitwell, Norfolk.

By 1891 he is shown as a gunner in the Royal Artillery in Barracks in Great Yarmouth. Records show he was in Malta between 1906 to at least September 1909 where he is recorded in a Freemasons lodge called the Wayfarers Lodge. In 1901 he was in barracks at Dover Castle. He married Laura Smith in 1910. The 1911 census shows him as married but he is shown as being on a naval ship called HMS Rewa based at Southampton.
