Born on 17 Nov 1861 and baptised on 12 Jan 1862 in Calcutta, India son of George Tomkyns and Annie Louisa Chesney and he later lived in 12 Victoria Place, Budleigh Salterton. Educated at Haileybury College 1875. He married Vera Banna Moule in 1911 in St Georges, Hanover Square, London and lived in Whimple Wood, Whimple, Devon. He had one son.

Wartime Service

Commissioned 2nd Lieutenant Indian Army, 18th Lancers on 22 Jan 1881, Lieutenant 1 Jul 1881, Captain 22 Jan 1992, Major 22 Jan 1901 and Lieutenant Colonel on 22 Jan 1907. Served in Burma and in India and then retired. Rejoined as Major in Royal North Devon Yeomanry on 5 Oct 1914. He entered France on 3 Jan 1917. He died from wounds in Devon after the Armistice.
